Thanks for posting in the Microsoft community. When you upgrade from Windows 7 to Windows 8 some hardware on the computer need updated drivers, this is what has happened to your computer too. To fix this issue you can access the Device manager and let the opengl 2.1 download windows 8.1 64 bit free update the driver automatically.
You can refer the method 1. The other way is to download the drivers from the manufacturer website and manually install the updated driver, for this you can refer method 2. For my own part I have a older HD series card, that is not supported. To me it seems like OpenGL is only working up to v1.
